OpenAI Launches AI Lab in Singapore Amid IMDA’s AI Framework Update

OpenAI is set to launch its first Applied AI Lab outside the United States in Singapore, through a collaboration with the Ministry of Digital Development and Information. This venture, known as "OpenAI for Singapore," was announced during the ATx Summit and incorporates a substantial investment exceeding S$300 million.

The establishment of the Singapore lab aims to create over 200 technical positions within the country over the coming years. OpenAI plans for Singapore to serve as a global hub for forward-deployed engineers who will assist organizations in deploying AI solutions. The lab is poised to align its initiatives with Singapore’s AI Mission, focusing on public service, finance, and digital infrastructure.

Collaboration and Educational Initiatives

OpenAI will collaborate closely with government entities and local partners to enhance education and workforce development under the Ministry of Education and GovTech. Plans include launching a Singapore chapter of the OpenAI Academy to support educators, participating in the National AI Impact Programme, and organizing Codex for Teachers hackathons.

Additionally, the partnership envisions joint efforts with local businesses to develop accelerator programs for AI-native startups. Workshops will be provided to micro-entrepreneurs and small businesses, guiding them on how to integrate AI into their daily operations and customer service strategies.

Update to the Agentic AI Framework

In tandem with OpenAI’s initiative, Singapore has revised its governance framework for agentic AI, initially launched by the Infocomm Media Development Authority (IMDA) at the World Economic Forum in January 2026. This updated framework expands upon Singapore’s previous Model AI Governance Framework from 2020 and aims to provide organizations with guidance on the responsible deployment of AI agents, emphasizing risk reduction strategies.

The IMDA’s revisions were informed by feedback from over 60 organizations, including major companies like AWS, DBS, Google, and Salesforce. The updates address potential risks related to multi-agent systems, third-party agents, automation bias, and human accountability. Furthermore, it now features over ten case studies demonstrating the practical application of its recommendations.

Practical Applications and Case Studies

One notably highlighted case study is from Dayos, a Singapore-based AI automation firm. They developed an AI-driven ticketing agent that manages internal IT requests. This system employs tiered risk levels to dictate the actions the agent can perform, ensuring that low-risk operations, such as password resets, can be automated, whereas moderate and high-risk actions require human oversight.

Tencent’s contribution to the case studies featured CodeBuddy, an AI coding assistant capable of drafting and deploying code via natural language instructions. CodeBuddy ensures human approval for sensitive operations like file editing or network requests, providing clarity before executing complex commands.

Another case study from GovTech Singapore illustrated the rollout of agentic coding assistants within government. Initially limited to internal use, the framework included stringent measures for security and a structured logging system for approved tools, highlighting the agency’s commitment to responsible AI integration.
