House’s New Task Force Lacks Direction in Advancing AI Progress

The House of Representatives has initiated a Task Force on artificial intelligence that will “guarantee America remains to be the leader in this strategic area,” according to Speaker Mike Johnson. However, this announcement appears more of a delay resulting from years of indecisiveness that evince no signs of ceasing.

Essentially, this task force administered by California Representatives Ted Lieu and Jay Obernolte poses as a progressive signal of Congress making movements on a significant topic that has become the darling of technology investors. However, in contrast, it gives an impression of mere perfunctory acknowledgement when many perceive that AI and technology are outsmarting regulators and law-makers.

Moreover, the disheartening partisanship and obstruction that is constantly displayed in Congress renders the idea that this task force could generate anything valuable any time soon rather simplistic, especially during an historically divisive election year.

“As AI continues to bring forth new innovations, it’s essential for Congress and our partners in federal government to keep up. House Republicans and Democrats aim to work together to produce a comprehensive report outlining the regulatory standards and congressional actions necessary to both ensure consumer protection and encourage continued investment and innovation in AI,” said Rep. Obernolte during the announcement.

And Rep. Lieu: “AI has the capability of changing our lives as we know it. The question is how to ensure AI benefits society instead of harming us. As a recovering Computer Science major, I know this will not be an easy or quick or one-time task, but I believe Congress has an essential role to play in the future of AI. I have been heartened to see so many Members of Congress of all political persuasions agree.”

Of course, the White House, numerous agencies, the EU and countless other authorities and organizations are already issuing “comprehensive reports” and recommending legislative actions, but what’s one more?

It seems as though Congress realized that it was the last substantive entity to act on this industry-reshaping force, and so representatives reached across the aisle to pat each other on the back for taking the smallest possible step toward future legislation.

However, with Congress experiencing unprecedented dysfunction, passing a historically low number of bills, and the 2024 presidential election becoming the focal point, this task force seems to be nothing more than a delaying tactic until it’s clear what can be achieved under the next administration.

Of course, researching AI’s potential risks and benefits is crucial, but one could argue that declaring this task force is somewhat overdue. It should therefore be greeted with both acknowledgment and the same level of skepticism that self-serving legislative behavior usually elicits.

Anytime a question concerning their inaction on AI matters arises – a matter of considerable concern to many voters who fear that AI could compromise their employment or mechanize processes that had previously enjoyed a human touch – all stakeholders will probably reference this task force. “We’ve established a task force!” they’ll claim. Meanwhile, the EU has had their own dedicated body examining these issues since the onset of the pandemic.

When the task force was announced, expectations were kept deliberately low. There were no timelines or deliverable results specified that voters or oversight bodies could hold them accountable for. The report production is presented as an endeavor they merely “intend” to attempt!

Moreover, given the likelihood that the Supreme Court could diminish the powers of expert agencies, the shape of the regulatory structure a year from now is hard to predict. Wishing for assistance from the FTC, FCC, SEC, EPA or any other agency? They might be legally limited in their support by 2025.

Maybe the creation of this task force is an admission by Congress that, in such volatile circumstances and without concrete information on a problem, all they can say is “we’ll investigate.”
