Microsoft Launches Free Copilot AI Services for US Government Employees

Millions of federal government employees in the U.S. are set to receive Microsoft’s Copilot AI services at no cost, thanks to a partnership with the U.S. General Services Administration (GSA). This initiative is projected to save taxpayers an impressive $3.1 billion in its first year and aims to enhance government operations by providing advanced AI tools quickly and securely.
The cornerstone of this agreement is a complimentary year of Microsoft 365 Copilot for employees using the high-security G5 license. This strategic move is designed to position the U.S. government as a leader in AI adoption, aligning with the administration’s AI Action Plan, which emphasizes improving citizen services and data analysis capabilities.
According to FAS Commissioner Josh Gruenbaum, "OneGov represents a paradigm shift in federal procurement that is leading to immense cost savings, achieved by leveraging the purchasing power of the entire federal government.” The free Copilot service will specifically benefit users on the Microsoft 365 G5 plan, which is typically reserved for departments dealing with sensitive information that require strict security measures.
In addition to the AI tools, the agreement will facilitate a modernization of technology across various departments by offering significant discounts on Azure cloud services and eliminating data transfer fees—thus addressing a common barrier to cooperation between governmental agencies.
Security remains a top priority in this initiative. Microsoft has clarified that its core cloud and AI services are FedRAMP High authorized, a vital standard for managing sensitive government data. Although the complete FedRAMP High certification for Copilot is still pending, it has received provisional approval from the Department of Defense. The package will include advanced security tools to uphold the government’s "zero trust" security objective.
GSA Deputy Administrator Stephen Ehikian has encouraged agencies to adopt these new tools, reaffirming the importance of AI in government operations as a priority of the Trump administration. Moreover, Microsoft is investing an additional $20 million for training and support to ensure effective usage of the new technology, which is estimated to deliver over $6 billion in value over the next three years.
Microsoft’s Chairman and CEO, Satya Nadella, stated: "With this new agreement… we will help federal agencies use AI and digital technologies to improve citizen services, strengthen security, and save taxpayers more than $3 billion in the first year alone."
