California Legislation SB 53 on AI Safety Passed: Will Newsom Choose to Veto?
California’s legislature has passed a significant AI safety bill, SB 53, designed to enhance transparency around the safety protocols of large AI companies. This milestone was achieved early Saturday morning following final approval from the state senate.
Authored by State Senator Scott Wiener, SB 53 mandates that major AI labs disclose their safety measures, offer protections for whistleblowers, and establish a public cloud, dubbed CalCompute, to broaden access to computing resources. The next step involves Governor Gavin Newsom, who now has the authority to either sign or veto the bill. Notably, Newsom did not publicly comment on this legislation, but he previously vetoed a more comprehensive AI safety measure last year, while approving narrower laws addressing issues such as deepfake technology.
Senator Wiener noted that this latest bill reflects insights gained from a policy panel of AI experts that Newsom convened after his prior veto. Recent amendments to SB 53 stipulate that AI companies with annual revenues below $500 million would only need to share high-level safety information, whereas larger companies would be expected to furnish more detailed reports.
The legislation has faced opposition from various stakeholders, including Silicon Valley firms and venture capitalists. For instance, OpenAI has expressed concerns regarding potential regulatory overlaps with existing federal and European standards, although it did not specifically address SB 53 in its recent communications to Newsom.
On the other hand, some companies, like Anthropic, have expressed their support for SB 53, asserting that despite their preference for a singular federal standard, the bill lays down a vital framework for AI governance.
As the bill awaits the governor’s decision, it remains a pivotal point of contention in the evolving landscape of AI regulations in California.
