Department of Commerce Greenlights Nvidia H200 Chip Exports to China
The U.S. Department of Commerce has decided to allow Nvidia to export its H200 AI chips to China, specifically to approved customers. This development comes despite ongoing concerns regarding national security and a recently introduced bill in Congress aimed at preventing such exports. As reported by Semafor, the decision permits Nvidia to ship H200 chips that are about 18 months old, which are more advanced than the previously approved H20 chips tailored for the Chinese market. The U.S. government will take a 25% share from these sales.
Nvidia welcomed the decision, with a spokesperson stating that it supports the American chip industry and creates high-paying jobs domestically. Just a week prior to the announcement, U.S. Commerce Secretary Howard Lutnick indicated that the export decision would rely on President Trump’s judgment.
This move contradicts the sentiments of several lawmakers who have expressed fears that exporting advanced AI chips to China could pose a national security threat. Senators Pete Ricketts and Chris Coons recently introduced the SAFE Chips Act, which aims to block the export of advanced AI chips to China for a duration of 30 months.
The situation regarding chip exports has been fluid. This past April, the Trump administration imposed licensing requirements on chip companies like Nvidia before easing restrictions later. In the past, the U.S. government indicated that chip companies could export to China, provided the government received a cut of all sales revenue. However, the market for U.S.-manufactured chips in China became strained when the Chinese government prohibited domestic companies from purchasing Nvidia chips, forcing them to rely on less sophisticated alternatives.
Interestingly, in a recent statement, Trump mentioned that Chinese President Xi Jinping had responded positively to the export news, indicating potential diplomatic implications of these chip trade decisions.
